This is just the effect of Rule 306: When a new rule is submitted to vote
and does not generate any discussion, the forum may be left empty, since
votes are sent by mail to the scribe over 72 hours. If no one takes the
initative of putting on the table a topic unrelated to the rule under
consideration, silence becomes oppressing.
There might be a case to remedy this through a new rule which could be an
incetive to constructive posting during the voting period without
contradicting rule 309 in its part saying that "turns may not be sikkep or
passed, and parts of turns may not be omitted."
Something like "Players may submit to discussion rules they intend to
propose when their turn comes. Such discussions are introduced by using the
tag [Advanced Notice] followed by the title of the proposed rule for
preliminary discussion in the Subject field of the message submitting the
proposal for discussion. If the player officially submits the proposed rule
to vote when his or her turns comes, he or she receives one aditional point
to his or her score. If another player uses the proposal for own submission
as a rule before the proponent takes his or her turn, this player is
penalized by 5 points, but the vote on the proposal takes place and bears
all of its effects."
Since it is far from being my turn to propose a rule, I leave the idea for
whoever would like to make use of it before. This would not generate any 5
points penalty ...
